Richard Levy appointed as new ALACC Executive Officer

Canberra, Australia—The Management Committee of the Australian Libraries and Archives Copyright Committee (ALACC) is delighted that Richard Levy has joined the organisation as our new Executive Officer. Richard will commence in the role on Tuesday 17 February.

ALACC Chairperson Justine Heazlewood said Mr Levy was selected for the position based on his extensive experience and deep knowledge of the library and archives industry.

“Richard’s broad experience across the library sector – especially in relation to the copyright realities experienced by libraries and archives – makes him an outstanding choice to lead the ALACC as we continue to push for reform,” she said.

Mr Levy has played a critical role in developing copyright strategy for a major University as well contributing to the development of the digital distribution and assessment service for the  Copyright Agency.

“The Copyright Amendment bill currently before Parliament which would establish a new orphan works framework reminds us that historically significant cultural material held by libraries and archives is too often left to languish, trapped behind outdated copyright laws while its cultural, economic and historical value goes to waste,” Ms Heazlewood said.

“I and ALACC members warmly welcome Richard to the ALACC and look forward to working closely with him to continue to be the voice for libraries and archives in relation to the copyright issues affecting them.”

Prior to joining the ALACC, Richard was employed as the Deputy Director of Collections, Copyright and Licensing and Discovery and Access at the University of South Australia. 

Commenting on the appointment, Mr Levy said he was excited to be taking on the role. 

“As a vocal advocate for copyright reform, user rights and creator rights, I welcome the opportunity to advance the interests of ALACC and its members,” Mr Levy said.

“Libraries, archives and cultural collections are fundamental to cultural life and a healthy democracy. I look forward to working closely with the Committee and the organisations they represent to continue the push for sensible copyright reform.”

Mr Levy takes over the position from Sarah Powell, who led the ALACC from April 2022 to April 2025.
